div tag content visibility in HTML5

here i am,  preparing a prototype website for our college as a part of competition  (ACM web-designing competition). actually i am a little bit sceptical about how to control the visibility of some content in div tag, i first ran into my main.css to check options for ‘display: *;’ but it became clear that it provides control only to designer but not to the user.
